(i) The authorised number of clerks or secretaries shall be as follows:-

scale equivalent to 4/5 of that of an Anglo-Chinese teacher.
(iii) School secretaries may be paid at the full rates for Anglo-Chinese teachers.
(iv) Coolies and anahs shall be paid at
Government rates and the number allowed shall be as for similar Government schools.
It was the unanimous opinion of everybody present at both meetings that a kinder- garten class of 35 pupils and other classes of 40 pupils was much too high. It was, therefore, decided to add at the end of the section a direction that these numbers should be reduced as soon as staff and accommodation made this possible.
The additional Sections 1 to 4
speak for themselves and seem to us to be extremely fair. No. 2 can be accepted since the clerks employed in Grant-Aided schools will not be members of the Junior
Clerical Service and will not affect the
promotions in service.

Interest on loans incurred either before the introduction of this Code or with the approval of the Director of Education may be included in approved expenditure, provided that the rate of interest is approved by the Treasury.
Some schools had, before the intro- duction of this Code, contracted loans for building or equipment. No provision is made by the Code for the payment of any money over and above the difference between income and approved expenditure. The schools concerned will have to find the money from their own sources to pay off the loans but it is felt that as these have been contracted in the educational interests of the Colony, Government should assist to the extent of paying approved interest.
